尊敬的胡锦涛同志：
您好。
当我得知西安的赵东民同志被以扰乱社会治安罪判三年徒刑时，感到万分震惊。这又一次给您的执政抹黑。
正如您最近所强调的，我国存在的大量的社会问题，还是人民内部矛盾的问题，正确处理人民内部矛盾，依然是我国政治生活中的重大课题。
赵东民同志协助西安工人对自己的权益进行维权，这本来就是一个处理人民内部矛盾的问题。工会领导和工人群众，即使对上访的作法有不同意见，也还是人民内部的矛盾问题，是根本不应该动用专政工具的。一旦对工人群众动用专政工具，就把无产阶级专政变成对无产阶级专政了，就会犯原则的错误。
西安当局在全国人民群众的一片抗议声中，悍然动用专政工具，以敌我矛盾的形式，以对待刑事犯罪的作法，来对付工人群众，判赵东民同志三年徒刑，这是极为荒唐的，是反动的。
这种错误的反动的作法，完全混淆了矛盾的性质，把为人民服务的政权，转变为对人民专政的政权，是一个根本的颠倒。 这和『权为民所赋，权为民所用』的宗旨是完全相违背的。
这样的不能让人容忍的错误作法，看起来只涉及西安一地，只涉及赵东民同志一人，但在网络时代的今天，这实际必然涉及全国、涉及全局。如果西安有关当局一意孤行，我预计后果将会是严重的。我相信，一切主持正义的同志们捍卫优秀中共党员赵东民同志的决心是下定下了的，他们将会不怕任何暴力，采取一切可以采取的形式，为援救赵东民同志而坚决奋斗。
出于对您和以您为总书记中国共产党的信任和好意，我认为有必要写此急信给您。请您立即过问此事，指示西安当局及时纠正错误，并做出相应的补救，以体现中国共产党领导的真正应有的意义。
